Egyptian government and national crisis management
Success in the crisis management process requires several factors, including finding and developing a competent administrative system that enables the organization to identify problems, analyze them and develop solutions to them in coordination with the competent competencies and work to make crisis planning an important part of strategic planning.
The Corona virus (epidemic) crisis is a comprehensive global crisis, but in Egypt it is a national crisis.
What is the national crisis??
They are direct threats and sudden, unexpected, pressing, imminent and fruitful threats that threaten public order, public security and public health and constitute a (health / political / social / economic) crisis. Hence it becomes clear to us that the elements of the national crisis (surprise / threat / continuity and time pressure)
Therefore, any risks that do not include any of the mentioned elements are not considered a crisis, but rather ordinary risks with different severity and effects.
Therefore, the concept of crisis management is a process of containing and managing sudden risks to protect public order, interests and property, and how to face risks and sudden situations, reduce their exacerbation and quickly control them.
We can assure crisis management is a science and an art
• It is a science because it depends on (a set of principles, laws, systems, theories, methods of analysis and planning).
• It is an art because it depends on (personal talent, administrative competence, individual and collective skills).
It was incumbent upon us all to acknowledge the extent of professionalism and professionalism that the Egyptian government is managing for the current crisis, the Corona virus crisis, in terms of a therapeutic effort and no more wonderful than the health system (doctors, nursing staff, the various medical administration, pharmacists, “White Army soldiers” and a leading and coordinating organizational work for the exchange of information and communications between the units of the security command “Security”). National”, food security, the army, the company, voluntary civil society institutions and the media to get out of the crisis with minimal losses.
It is clear to us that the government’s performance in managing the crisis is a difficult test for leadership management, as leadership skills show the ability to act quickly and efficiently and the ability to rotate the acute angles of the crisis and the problems arising from it. Banning the movement of citizens on main roads from seven in the evening until six in the morning for a period of two weeks, in addition to extending the period of suspension of studies in schools and universities for two weeks.. And the role of the armed forces who help all sectors in disinfection, sterilization, prevention of the virus, and the provision of food commodities, detergents, sterilization materials and disinfection at reasonable prices
Exploitation, and the policemen’s keenness to implement the measures and decisions taken, closing all shops and craftsmen from 5 pm to 6 am, including shops selling goods and providing services and commercial centers “commercial malls” during weekdays except for Friday and Saturday, so the closure is throughout the day 24 hours. Stopping all public and private mass transportation from 5 pm to 6 am and taking special measures for the subway to prevent crowding of citizens and maintain their safety, as well as closing all sports and popular clubs, youth centers and gyms for cafes, cafeterias, cafes, casinos, cabarets and nightclubs throughout the Republic, as well as Suspension of all services provided by ministries And the governorates for citizens, such as real estate registration services, civil registry, traffic licenses, work permits and passports, suspending air traffic for an additional two weeks, in addition to the continuation of work in hospitals and medical centers and their workers in providing treatment services, as well as the procedures of the Central Bank came in loan installments and credit cards for a period of 6 months due to “Corona” And the abolition of fees and commissions applicable to point-of-sale fees and ATM withdrawals
And e-wallets for a period of 6 months, providing the necessary credit limits to finance working capital, especially the payment of salaries to company employees, as well as the Egyptian Post.
Crisis management requires real leadership capabilities characterized by boldness, honesty, commitment and the ability to act professionally to reach safety.
From this point of view, we find that the slogan “Stay at home” is the trend of the hour according to which we avoid the outbreak of disease and injuries, and we find the wise policy of the Egyptian government in its interaction with the crisis to fortify the entity, qualify the state and raise its immunity towards new crises, and draw lessons and lessons that we must learn to master in order to avoid the recurrence of crises in the future. .
